IVF Turkey

Last reviewed 2026-10-27

Turkey has one of the largest and cheapest IVF sectors in the region, and two rules in its regulation decide whether you can use it. Treatment is restricted to married couples, and the regulation defines the treatment itself as using the mother's own egg and her husband's sperm. That means no donor eggs, no donor sperm and no surrogacy. If you need a donor — the single commonest reason English-speaking patients travel — Turkey is closed to you, and Cyprus is not.

The two rules, from the regulation itself

We downloaded the current consolidated text of the Turkish assisted reproduction regulation from the government's own legislation database and read it, rather than repeating what clinic sites say. The instrument is the ÜYTE regulation, published in the Official Gazette of 30 September 2014, number 29135, as amended through 2023.

RuleWhere it sitsWhat it means for you
Married couples onlyArticle 19(2): applicants must be married, must complete the consent form together, and the originals of identity and marriage documents are inspected.Single women and unmarried couples cannot be treated. The marriage is checked on paper, not assumed.
Own gametes onlyArticle 4(ğ) defines assisted reproduction as treatment using the mother candidate's egg and the husband's sperm. No donor eggs, no donor sperm, no donated embryos, no surrogacy. This is structural — it is built into the definition of the treatment, not added as a prohibition.

This explains something that otherwise looks strange in the data. Measured English-language search for IVF in Turkey is tiny compared with Cyprus, despite Turkey having vastly more clinics and lower prices. It is not a marketing failure. Most people searching in English for IVF abroad want donor eggs, and for them Turkey is not an option — so they never search for it. The law shaped the market.

Who Turkey actually fits

Having said what it excludes, it is a strong option for a specific and sizeable group:

What is genuinely good about it

The restriction on donors is not a quality signal and should not be read as one. Turkey runs a very high volume of cycles, its centres are licensed and inspected under the regulation we read — which runs to detailed requirements on staffing, laboratory conditions, record-keeping and six-monthly inspection — and costs are a fraction of UK or US private prices. For the group it fits, it fits well.

What to establish before you book

  1. That you meet both rules above. Ask the clinic directly and early; it is not a question to discover at the consent stage after flying.
  2. Live birth rate per cycle started, for your age band, from the clinic's own most recent full year.
  3. Whether the quoted package includes medication, ICSI, blastocyst culture, freezing, first-year storage and the frozen transfer.
  4. How many trips the plan needs, and whether monitoring done in your own country is accepted.
  5. Which laboratory performs any genetic testing, and what accredits it.
  6. Who your point of contact is after you go home, and in which language.

Not sure whether Turkey or Cyprus fits your situation?

The answer usually turns on one question — whether you need a donor — and then on cost. Tell us your situation and we will say which one actually applies, including when the answer is neither. If an introduction we make leads to treatment, we may be paid a referral fee.

Ask which fits
Can foreigners have IVF in Turkey?

Yes, but the same rules apply: treatment is restricted to married couples, and the regulation defines it as using the wife's own egg and the husband's sperm. Donor eggs, donor sperm and surrogacy are not available.

Is egg donation legal in Turkey?

No. The regulation defines assisted reproduction as using the mother candidate's own egg and the husband's sperm, which excludes donated eggs, donated sperm and donated embryos. Patients needing a donor go elsewhere, commonly to Cyprus.

Can single women have IVF in Turkey?

No. Article 19(2) of the regulation requires applicants to be married, and identity and marriage documents are inspected before treatment begins.

Is IVF cheaper in Turkey than Cyprus?

Turkish prices are generally very low, but for most English-speaking patients the comparison never arises, because the treatment they need involves a donor and is unavailable in Turkey. Where both are genuinely options, compare complete attempts including medication, travel and a second cycle.

Is gender selection available in Turkey?

Turkish clinics do not offer non-medical sex selection. The legal position is more complicated than it looks and we set out what we found in the official text on our legal page.
